The Kennewick Police
Department Information Unit processes all paperwork generated by
the Patrol and Investigations Units, including reports, citations,
arrest warrants and court orders. The Information Unit also
receives and processes requests for case reports, record checks,
Concealed Pistol Licenses, VISA letters and speaker/tour requests.
This unit is the initial contact for most citizens and other
agencies requiring information and/or making requests for such.
We have included some basic information on the most common
inquiries. To obtain further information you may call (509)
585-4208. The Business Office is open to
the public Monday - Friday 8:30 AM - 4:30 PM.
Fee Schedule
Requesting A Copy of A Police Report
Complete the request
form available at the Business Office or make a request by mail
in the form of a signed letter or note. Requests
take up to five (5) working days to process. State Accident
Reports may be released immediately to all parties involved. See the fee schedule above for costs associaated with receiving copies of reports.
*Not all reports are releasable per state law. If
you have questions regarding your eligibility in obtaining a report,
you may call 585-4208.
Obtaining and Renewing A Concealed Pistol License
Complete the required
paperwork. The necessary forms are available at the Business Office
during normal business hours. You must be at least 21 years of age
and living within the Kennewick city limits
to be issued a CPL through this agency. If applying for an original
license you must also have a set of fingerprints taken before application
is processed.
Fees for licenses
are as follows:
Original $55.25 (includes fingerprint fee)
Renewal $32
Late Renewal $42
Replacement $10
CPL's are issued
for five years and may be renewed 90 days prior to or after the
expiration date, however there is an additional $10 charge for renewing
after the expiration date. CPL's will be issued within 30 days after
receipt of all required paperwork. Under Washington State
Law you must meet the following requirements to be eligible to obtain
a Concealed Pistol License:
- No felony convictions in this state or any other.
- No conviction of any of the following crimes if committed
by one family or household member against another, committed on
or after July 1, 1993: Assault in the fourth degree, coercion, stalking,
reckless endangerment in the second degree, criminal trespass in
the first degree, or violation of the provisions of a protection
order or no-contact order restraining the person or excluding the
person from a residence.
- Must not be free on bond or personal recognizance pending
trial, appeal, or sentencing for a serious offense as defined in
RCW
9.41.010.
- Must not be the subject of an outstanding arrest warrant
from any court for any crime.
- Have not been convicted of three or more violations of
Washington's firearms laws within any five-year period.
- Have not had a firearm forfeited in the last five years
for a drug or alcohol incident pursuant to RCW 9.41.098(1)(e).
- Must not be under court order or injunction concerning
the possession of a firearm.
- Concealed Pistol License may not be in a revoked status.
- Must not have been confined in a mental health facility
for more than 14 days for treatment, or committed as criminally
insane.
*No refunds will be given if any of the above-listed prohibitive
sections are found during the background checks.

Reporting an Abandoned Vehicle
No person may allow
a stationary vehicle to remain upon a public way for more than 72
consecutive hours. A person may continuously park a vehicle on that
portion of the public way immediately fronting his residence for
a period not to exceed two weeks if all vehicles owned by members
of the household are stored on the premises or solely on the public
way immediately fronting the residence. To report a vehicle that
you believe has been abandoned, please obtain the following information:

Type and Color of Vehicle
Location of Vehicle
After obtaining this information, please call the Business
Office at (509) 585-4208. This information will be forwarded to
the appropriate division and vehicle(s) will be tagged for removal.
To Ride With a Patrol Officer
Complete the required
Ridealong
Request form. This form may be obtained at the Police Department
Business Office. A background check will be conducted to determine
your suitability to ride. All riders must be at least sixteen
years of age unless authorized by the Chief of Police. For further information concerning Ridealongs, call (509) 585-4208.
Found Property/Turing In and or Claiming
Found Property may
be turned in at the Business Office during normal business hours
or an officer can pick it up at any time. To file a claim
on property found, complete the following steps:
1) Within seven days of finding the property, acquire a
signed statement setting forth an appraisal of the current market
value of the property prepared by a qualified person engaged in
buying or selling like items, or by a district court judge.
2) Within seven days, report the find of property and surrender,
if requested, the property and a copy of the evidence of value of
the property to the chief law enforcement officer, or his/her designated
representative, of the governmental entity where the property was
found, and serve written notice upon the officer of finder's intent
to claim the property if the owner does not make out his/her right
to it under this chapter.
3) Within thirty days of finding, cause notice of the finding
to be published at least once a week for two successive weeks in
a newspaper of general circulation in the county where the property
was found (Tri-City Herald will publish these at no charge).
These newspaper notices must be furnished to the law enforcement
property staff / personnel upon claim of property.
Forgery and Bad Check Cases
FORGERIES - The Kennewick
Police Department handles all forgery cases. If your document
was returned marked forgery, please submit the Fraudulent Check
Worksheet available at the Business Office, along with the forged
document and an affidavit of forgery. All checks submitted
for prosecution must include VALID identification. Valid identification
is defined as a state driver's license or identification card with
photograph.
BAD CHECKS - All check cases, excluding forgeries, are handled
in the following manner:
Kennewick City Attorney - Will handle all check involving
an amount less than $250.
Benton County Prosecutor - Handles all checks or aggregate
amount of checks in excess of $250.
The following procedures will be used in processing Unlawful
Issuance Checks submitted to the Kennewick City Attorney or Benton
County Prosecutor.
1) The victim must process the check through the bank twice,
unless the check is stamped "Account Closed."
2) The victim must mail a "Return Receipt Requested" letter
to the suspect, demanding payment of the check, or document a personal
attempted contact with the suspect. At least 10 days should be allowed
for payment.
3) After the time allotted for the suspect to contact or
make restitution to the victim has elapsed, the victim may file
the case with the Kennewick City Attorney or Benton County Prosecutor.
The return receipt, copy of the letter, check worksheet and check
should be provided when filing with either office. A separate worksheet
for each check, signed by the person who accepted the check, must
be completed prior to initiating a case.
4) The City Attorney or Benton County Prosecutor will initiate
a case report upon receipt of the previously listed documents. The
victims will be contacted by the appropriate office and will be
required to appear before the District Court Judge to sign the complaint.
Suggested times for this purpose is between 8:30 and 9:30 AM or
3:30 and 4:00 PM, Monday through Friday.
5) The Court will issue a summons ordering the suspect to
appear, at which time the matter may be adjudicated.
6) If the suspect obtains an attorney, the City Attorney
or Benton County Prosecutor will appear on behalf of the victim/complainant.
7) The suspect must appear in court after receiving a summons
or being arrested. Payment of restitution to the victim does not
cancel this responsibility.
8) If a warrant is issued, every reasonable effort will
be made to locate the suspect.

Requesting a Speaker or Station Tour
To request a speaker
or tour for your group or organization, please complete the necessary
form available at the Kennewick Police Department Business Office.
We must have a minimum of 30 days notice to allow for scheduling.
State Accident Reports
If you are involved
in an accident involving over $700 total damage to vehicles and/or
an injury to any party has been sustained, you are required by law
to complete a Citizen's State Accident Report. These are available
at the Business Office during normal business hours.
Note: If a police officer responds and fills out a
report, citizens are not required to fill out a report.
